Israel and Lebanon signed a trilateral framework agreement in Washington on June 26, brokered by US Secretary of State Marco Rubio. Article 13 of the agreement commits both parties to "cease all hostile or negative actions in international political or legal forums". Lebanese legal experts immediately flagged the clause as effectively foreclosing ICC accountability. Nizar Saghieh of Legal Agenda said the government is "normalizing the crime" and relinquishing its responsibility to support victims seeking justice. Lebanon's National Human Rights Commission stated in response: "Prosecuting perpetrators of war crimes, crimes against humanity and torture does not constitute an act of hostility or a political stance, but rather a legitimate exercise of the rights to justice".
